Abstract

Based on a review and analysis of the 2009 Human Development Report in Chile, institutional culture is scrutinized to evaluate its role in public policy implementation. Its contribution is also discussed in relation to the ever-widening gap brought on bysubjectivities a complex scenario that presents significant obstacles to advance in the Development Agenda in our country. Prevalent characteristics of organizational culture and emerging realities from inter-subjectivity of users, women and youth are revised.
