Abstract

Is it possible to conceive alternative inclusion -or reduction of exclusion- policies? Our proposal is reflect on how to approach this theoretical-practical path. Due the dominant conceptions of social policies, which in general do not seem to take into account the Latin American societal cultural and structural transformations in progress, societies registered in the double condition of assuming processes of change related to a new stage of modernity but under the current condition of having to assume large segments of the populations in a state of underdevelopment.
